What is a CLOMR?

A Conditional Letter of Map Revision (CLOMR) is a letter from the Federal Emergency Management Agency (FEMA) commenting on a proposed project that, if constructed as proposed, would satisfy National Flood Insurance Program (NFIP) criteria and would warrant a change to the Flood Insurance Rate Map (FIRM or floodplain map) upon completion of FEMA's Physical Map Revision process. It is important to note that a CLOMR does not revise or amend a FIRM – it is primarily an informational product utilized to inform the community about what the anticipated final water surface elevation levels in a channel will be upon completion of a project (or series of projects). FIRMs are not affected by CLOMRs, and insurance rates cannot be based on a CLOMR. For HCFCD, CLOMRs are typically used to inform the community about the anticipated results of large flood damage reduction projects that take many years to construct. As with most projects, there are changes that occur during construction that could change the resulting floodplain as initially defined by the CLOMR. Therefore, FEMA requires documentation that a project has been completed before accepting a request to revise the FIRM.
